Introduction

Educational opportunities for girls and rural children have been particularly limited in Bangladesh. However special efforts are made to encourage the girls to attend school through food for education now replaced by Government stipend program. Special incentive in secondary education in terms of tuition waiver and also female stipend program has contributed to achieving gender parity. Following the Dakar declaration (2000) the Ministry of Education, Government of Bangladesh developed the National Action Plan (2003-2015), with four major components

1. Early childhood education
2. Formal Primary Education Program
3. Non-formal education program
4. Program for female education.

The plan has laid special emphasis on universal school enrollment and
