Currently, very few people in the developing world have access to connectivity[1] and computers[1]. However, mobile phone penetration is significant[1] and the importance of this channel for access to knowledge is widely recognised[1].

The volume of knowledge and learning resources on the Internet is growing rapidly, but this is not accessible to the vast majority of people on the planet.
Among the issues are:
- access (to computers and other devices, connectivity, bandwidth)
- localisation (translation and recontextualisation)
- ability to co-develop local knowledge and learning resources
Our aim here is to flesh out the core of these issues and strategise on how to streamline access to knowledge and learning and digital inclusion through mobile devices.
We will not attempt to solve all the issues (e.g. physical access to computers, connectivity and bandwidth will be addressed by other initiatives). The focus is on mobile access to the prominent learning resources, and enabling development of local resources. In the process the frameworks developed will be extensible and able to serve many different needs.
